What is actually keeping Starlink out of South Africa?

US Ambassador Leo Bozell says Elon Musk offered South African schools free Starlink service and that the government asked for 30% of the company in return. The offer was real, and so is a 30% rule. But the 30% is a requirement that historically disadvantaged groups own part of a licensed telecom company, not a government stake.
