Sovereign cloud is no longer just about where data resides

For years, the cloud narrative was largely about location  - where applications ran, where data was stored and whether that data stayed within national borders. That definition is now beginning to look incomplete. As AI becomes embedded into enterprise systems, sovereignty is expanding into a much harder question of control.
